AB 1903: International Commercial Arbitration – Procedure
Updates California code based on amendments to the United Nations Commission on International Trade Law (UNCITRAL) Model Law, in a continued effort to promote California as a venue for international commercial arbitration.
AB 1916: Self- Service Storage Facilities - Abandoned Personal Property
Establishes guidelines regarding personal property left in a self-storage facility after a rental agreement ends. These provisions include a written notice, relinquishment of property to the former tenant under certain circumstances, and rental agreement alterations granted on the basis of a written agreement.
AB 1939: Pupil Attendance – Pupil Consultation
Requires each county and local school attendance review board to, at least annually, consult with specified pupils for the purpose of gaining a better understanding of, and proposing proactive methods for, pupil attendance and behavioral challenges.
AB 2232: Emergency Shelters – Persons with Pets
Corrects a drafting error in previously chaptered legislation (AB 781), revising existing language from "heating center" to "warming center" to ensure the proper implementation of the bill's provisions.
AB 2397: Child Support – Special Needs Trusts
Allows courts to allocate child support to a special needs trust for dependents with intellectual and developmental disabilities to ensure that the issuance of child support does not eliminate the ability to receive federal social security benefits.
AB 2771: Pupil Attendance - Schoolsite Absence Intervention Teams
Requires the Department of Education to post information and guidance on its official website to aid school districts in their continued effort to combat chronic absenteeism.
AB 3090: Drinking Water Standards – Emergency Notification Plan
Encourages public water systems, when updating their emergency response plan, to incorporate various emergency notification practices including, but not limited to, text message, email, and social media alerts.
AB 3262: Automated External Defibrillators
Requires school principals to ensure that the student body is annually informed on the location of all automated external defibrillators (AEDs) located on school grounds.
AB 1983: Income Taxes – Voluntary Contributions
Reinstates the Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund.
AB 2016: Decedents’ Estates
Protects the financial security of low- and middle-income heirs by raising the small estate limit to account for current home values, ensuring they can use the expedited probate process to safeguard their family home and assets.
AB 2063: Health Care Coverage
Extends the sunset date of a pilot program that allows healthcare providers to undertake risk-bearing arrangements with a Voluntary Employees Beneficiary Association (VEBA) from January 1, 2028 to January 1, 2030.
AB 2095: Publication – Newspapers of General Circulation
Requires that notices legally required to be published in newspapers are published via print, the newspaper’s internet website or electronic newspaper, and a statewide internet website maintained as the clearinghouse for notices by California newspapers.
AB 2159: Common Interest Development
Authorizes a common interest development (CID) or homeowner association (HOA) to conduct elections using electronic voting systems.
AB 2248: Contracts – Sales of Dogs and Cats
Invalidates a contract for the purchase of a dog or cat if the contract requires a nonrefundable deposit and does not identify the original source of the pet including the name of the breeder.
AB 2270: Healing Arts – Continuing Education - Menopausal Mental or Physical Health
Requires specified medical and behavioral health boards, when determining continuing education requirements, to consider including a course in menopausal mental or physical health.
AB 2435: California Health Benefit Exchange
In order to adequately and promptly react to both annual and ongoing changes in federal and state rules, AB 2435 would extend Covered California’s authority to implement emergency rulemaking packages until January 1, 2030.
AB 2519: Misdemeanor offenses – Deferral of Sentencing – Firearms Prohibition
Prohibits defendants granted misdemeanor diversion from possessing a firearm until they have successfully completed diversion, applicable if the defendant is being diverted for a crime that would otherwise require a 10-year ban on possessing a firearm if convicted.
AB 2581: Healing Arts – Continuing Education – Maternal Mental Health
Requires specified medical and behavioral health boards when, determining continuing education requirements, to consider including a course in maternal mental health.
AB 2739: Firearms
This bill declares the crime of carrying a firearm in a loaded or unloaded capacity in public a nuisance and subjects these illegally carried weapons to existing law that requires the firearms to be surrendered. Additionally this bill expands requirements for the surrender of illegally carried firearms to misdemeanor diversion cases.
AB 2802: Transitional Housing Placement Providers
Creates gender-inclusive options for housing arrangements within Transitional Housing Placement (THP) Programs, which serve current and former foster youth over the age of 18 to improve access for transgender and gender non-conforming individuals.
AB 2871: Overdose Fatality Review Teams
Allows counties to create Overdose Fatality Review Teams to engage in system-wide review when there is a drug fatality and to promote information sharing between county agencies and local stakeholders and experts.
AB 2887: School Safety Plans – Medical Emergency Procedures
Requires schools to update their safety plans to include protocols to respond to medical emergencies including sudden cardiac arrest.
AB 2935: Foster Children – Consumer Credit Reports
Protects foster youth from identity theft by requiring their credit reports to be automatically frozen in order to prevent fraudulent accounts from being opened in their name.
AB 2971: Classified Employee Staffing Ratio Workgroup – Community College Districts
Adds community colleges to an existing workgroup process established to study and develop model staffing levels for classified workers across California’s education infrastructure.
AB 3013: Courts – Remote Court Reporting
Establishes a one-year pilot project in 13 counties throughout California to develop the use of remote court reporters by trial courts.
AB 3064: Firearms
Requires manufacturers of firearm safety devices (FSDs) to mark their products with make and model information to facilitate compliance inspections by law enforcement and assist consumers in the event of a recall, warranty issue or theft.
