Assemblymember Tasha Boerner HorvathThe tempo in the Capitol continues to accelerate this week! Today is our deadline for getting any bills from the Assembly out of policy committees that have fiscal impacts and need to be heard by the Appropriation Committee.

We have several bills that are moving forward in what is affectionately known as the "sausage-making process" of legislation:

  • AB 467: Requires prize compensation equity, regardless of gender, for athletic competitions held on public lands
  • AB 931: Increasing representation of women on local appointed boards and commissions
  • AB 1492: Creating a recreational corridor pilot for Neptune Avenue in Encinitas and allowing the City to lower speeds to 15 mph
  • AB 1017: Pre-application technical assistance for at-grade pedestrian rail crossings
  • AB 1607: Small business notification to avoid costly fees
  • AB 1426: Protecting open space at San Onofre State Beach
  • AB 1731: Appropriately regulating short-term vacation rental platforms in the coastal zone in San Diego County (hearing on 4/29 in Natural Resources)

It is such a privilege to be able to work hard on policies that serve you in Sacramento. In addition to my own bills, I voted on over 100 bills in committee or on the Assembly floor and met with many constituents advocating on them, including Carlsbad City Councilmember Dr. Priya Bhat-Patel and Carlsbad Mayor Matt Hall. Weekly Highlights in the District

  • Welcomed fifty six new U.S. citizens from all over of the world at Mira Costa College's Annual Citizenship Celebration and spoke in celebration of the diversity these new citizens bring to our communities.

  • Presented the Climate Courage Award to my colleague Assemblymember Todd Gloria at 2019 NightCAP Awards hosted by the Climate Action Campaign, one of our fiercest advocates for regional renewable energy policies.
  • Field Representative Cori Schumacher visited Guajome Park Academy School in Vista to learn about the school's project-based learning curriculum which encourages students to become critical-thinking, collaborative citizens.
  • Field Representative Alex Kiwan toured the Leon Raymond Hubbard Marine Fish Hatchery in Carlsbad, which is restoring the California white seabass population through innovative aqua farming techniques to spawn new fish to overcome threats from pollution, overfishing and habitat destruction.

Weekly Highlights from Sacramento: Bills, bills, bills and more bills!

  • Working to ensure students in California have access to debt-free college, I have joint co-authored AB 1314, to reform the Cal Grant Program by removing age limitations for recipients and allowing Cal Grants to be used for books and cost of living in addition to tuition. This is especially important for our veterans who may serve multiple tours of duty and previously could have aged out of Cal Grant eligibility.

  • AB 467, Sports Prize Equity "Equal Pay for Equal Play" that requires all athletic competitions on state lands to offer equal compensation prize regardless of gender, passed unanimously out of the Assembly Committee on Appropriations on Wednesday morning!
  • AB 1607, my bill to require cities and counties to notify new business owners of the Gender Tax Repeal Act at the time a business license is issued to reduce costly fines, passed out of the Assembly Committee on Assembly Judiciary Committee on Tuesday morning on a 12-0 vote.
