State and local leaders say SB 19 closes 'dangerous loophole' in law regarding school threats

Governor Gavin Newsom has signed SB 19 into law, closing a legal loophole that previously prevented prosecution of threats to commit mass shootings at schools and houses of worship when no specific individual was named in the threat.

State lawmakers used the Lor case as they drafted SB 19 to close the legal loophole. The legislation aims to ensure that people are prosecuted for such threats and to clarify the law so law enforcement can act on them to prevent violence.

"That loophole left entire communities vulnerable and let perpetrators walk free. By partnering with Senator Rubio, we closed this gap and delivered a solution that protects students, educators, healthcare workers, and families in San Diego County and across California," said State Rep. Dr. Patel.
